En el capitulo nos dan a entender los indicen que Colombia ha invertido en la educación que existen 5.179 títulos de doctor y que gracias al convenio del ITM con la gobernación, forman personas de talento humano en ciencia y tecnología.
En el primer capítulo nos hablan de la ciencia como tal, que es un conocimiento que se va desarrollando médiate la tecnología, también nos cuentan que la ciencia ha sido la base de muchas teorías que para entenderlas se deben practicar y navegar más en su conceptos que a través del tiempo han surgido diferentes métodos de conocimiento y diferentes formas de obtener comprensión también la ciencia es un método experimental y en el capitulo existen diversas teorías frente a ella y que a través del capítulo expresan sus pensamientos ideas y teorías
Nos da la diferencia entre técnica y tecnología que a través de los años las teorías han surgido nuevos pensamientos, la forma como se escribe según su idioma y que la palabra tecnología nace en siglo XVIII esta también vinculada con la ciencia ya que es un conjunto ordenado de conocimientos que tiene como objetivo los bienes, servicios públicos, la ciencia, la sociedad, la cultura, etc.
También se habla de dos grandes ramas las DURAS que tiene como fin la transformación de elementos químicos y biológicos entre las tecnologías podemos mencionar la mecánica, la electrónica y la biotecnología y las BLANDAS se ocupan de transformar elementos simbólicos se pueden mencionar los relacionados con la educación está vinculado con lo sociocultural.
Las reglas de la tecnología son diferentes leyes que influyen directamente en la organización y distribución de poder, el papel de la tecnología es muy importante en la evolución social, la tecnología es un resultado único e inexorable como un proceso social.
El capitulo nos da a conocer mucho de la importancia de la tecnología con lo técnico que al transcurrir los años se va organizando mucho más los significados y que desde los principios de los siglos muestran que la ciencia va de la mano con la tecnología y que además van surgiendo diferentes incógnitas y diferentes puntos de vista y que también las acompañan las cosas buenas y las malas del texto.
